No social security number - International Student

Hello everybody,

I'm trying to activate my account but they keep asking me for my social security number. As an International Student, I don't have one. What should I do?

I'm also stuck in the same boat, but as a foreign diplomat's spouse. According the State's Department, although foreign diplomats are eligible to apply for a social security number, their dependents (family) are not eligible. And this is despite having a Bank of America account with a debit and credit card. No idea how to resolve this with PayPal honestly.
