Can't upgrade to Business Account

Hope someone can help me, I have no idea how to contact anyone at PayPal about this.  I am trying to upgrade my account to a Business Account. The site asks me then to log in with my email ID, then asks for my password and then asks what type of business I am. When I select Corporation and I click proceed it goes back to the email and password. One circle.

 

Can anyone help?
