Authorization Fee not refunded?

As the title sais, I have verified my account and my card to be used in paypal. It took 100 Pesos ($2.00) From my account saying it will be refunded as soon as my card is verified to be used in paypal. Been waiting a for a while now, still hasn't refunded.

I am also waiting for the refund for a while now. I hope they fix it immediately. 100 pesos ($2) was also deducted from my debit account.
