My partner has not been on his paypal for a very long time and he has forgotten the password.. problem is it was to sms him a security code to rest password and he no longer has access to that mobile number
He would probably need to wait until the phones are up and running (non operational at the moment due to covid), and then he can go to help/contact > use the phone option to speak to an agent.
HOWEVER as he can't log in he would need to click on the 'guest user' option to get through.
