faulty personal information

Hello Paypal community, 
Here is my issue: 
I set up my PayPal account while I was living in Taiwan and it registered Taiwan as my country of residence. Now, I am back in Canada and my account is now blocking my transactions because I cannot confirm my identity (since my country of residence is registered as Taiwan and it is not letting me change it). I have written multiple emails to PayPal customer service without success. Who can help me with this? How can I modify that information in my account in order to be able to use my account again?

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

There are some exceptions as some bank accounts can be linked to specific Paypal accounts in some countries.

I have tried to reach customer service many times without any response (If I get a response, it's an automatic one). If I call customer service in Taiwan, it will charge me international fees. Paypal just blocked me from redeeming the money from my PayPal account now. What is the best way to get in touch with them without the incredible international phonecall fees?
