Trouble setting up secondary user on Business Account

Hi all,

I am trying to set up a secondary user on my business account.

I have followed the instructions and created the account, but it asked me to verify the user by entering extra details about her.

After entering her address, Paypal said the address in incorrect and I have only 1 more try.

How would Paypal even know her address without even checking?
