Trouble logging in to an old account

I've been trying to log into an old account on PayPal but forgot my password, when I go to reset it and make a new one it just comes up with this error message:

 

We're sorry. Something seems to have gone wrong. Please try again.

 
This is quite frustrating and is not changing, I've tried contacting PayPal through customer service but no agents are online even though it is their business hours.
 
If anyone could help that would be brilliant.
