Russian Migration card Number

I have a problem ( migration number ) in paypal they ask for 15 number in the card is 11 

i need to know what to do.

Not one response or suggestion from PayPal - crap service and support. I added the migration card serial number first then filled in with zeros and added the seven migration card digits after zeros. Let's see. Been a total pain in the neck getting set up here in Russia. I blame PayPal for being totally uninterested.
