Payment Declined but listed as Complete!

Two days ago I received a message warning me that I'm about to reach my spending limit and I have to verify my card.
Then yesterday I received a message saying my recent payment was declined.

I checked with the vendor and the booking is confirmed. 

My bank statement doesn't feature the PayPal transaction yet, it has it pending. 

My PayPal activity lists the transaction as "Completed". I have no pending or declined transactions listed anywhere on PayPal. 

I'm verifying my card to lift the spending limit. Will this "release" the payment?!??
