My other account is temporally locked ,how do i unlock it?

So my other account cant sign in and neither will it let me talk to a paypal member either,cannot contact them so in kinda stuck,whats the email for paypl they respond to too.

To gain access your account you have to enter your primary email adderess and need to make sure you have access to it. You can click the link in order to reset your password. If you can no longer access the primary email, you may consider creating a brand new paypal account using a different email address. I have followed these steps at least 20 times amd just get the message. Sorry we cannot confirm this is you. I cant get into my paypal and i need to pay bills
