I would like to know why does my visa card keeps getting declined, I can link it, All info is correct

Hello my friends.

Same thing is happening to me with my virtual MasterCard.

see the thing is.. My visa isnt virtual its a physical card, and its wierd why I paypal say it declined, It a brand new up to date card
