Issue Changing Billing Address

Recently tried to link up my Visa Debit Card In Paypal without success. I reached out to my American bank, UNFCU, regarding the issue and they said I cannot link up the card because of my billing address which happens to be in Nigeria. They instructed me to use their New York address as the billing address.

The challenge is that in trying to change the billing address in Paypal, I am not given the option of choosing a state in the United States - only states in Nigeria pop up. PLEASE I NEED HELP!!!

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

However, you can't add a local bank account / debit card in your country.
You can only link a credit card.

Also the option to receive paypal payments is sadly not available in Nigeria.
You can only send payments for purchases funded by your (confirmed) credit card.

Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer.
There are quite a few countries unable to receive paypal payments.
