I sent £100 to email of a person who cannot access his paypal account. How can I get my money back ?

I sent £100 to my brother's email.
But as he has not used his paypal account for many years he forgot the password.
However he cannot unlock the account because nowadays paypal requires a mobile phone number and his has changed several times since he last used paypal. Also his debit card has changed several times and who remembers their old card number ?
I have tried to get this money back but the only action allowed on this transaction is to report a fraudulent activity.
And this was rejected without offering an alternative route to a solution.
Please help.
So now there is an impasse, neither my brother nor I have access to OUR money
