I haven't been able to access my account for over a week!

I've been using a Skype phone number to receive verification codes from paypal. Last week I stopped receiving those codes. Paypal won't let me access my account without those codes. I've contacted Skype, they said that their phone numbers can longer receive automated SMS. Last week I managed to get through to a manager. They said that they couldn't do anything for 48 hours. I've waited three days without attempting to access my account. They also said that my case was a priority and that I would receive a phone call. I haven't received a phone when they said I should get it, and I haven't been able to get through to a human representative at all today. I need two factor authentication shut off so that I can access my account. It's my business account. My livelihood depends on this. What can I do? What legal actions can I take against paypal?
