I don't have a photo ID--how can I use my birth certificate to verify my identity?

As said in the title, I don't have a government photo ID. I am a college student and I have no transport to the DMV nor do I have all of the required papers (ie mail proving my residency). There is currently no way for me to get an ID nor driver's liscense. I currently have a LOT of money in my paypal (I used to share accounts with a friend and just transferred the money to me) but I can't access it without sending in an ID. is it possible for me to use a birth certificate instead? I also have my SSC and a college ID. I am having trouble getting into contact with paypal about this. I don't have a bank account, either. All of my money is in my paypal or in cash. Thanks!

Proof of identity
The following is a list of acceptable documents you may provide:
- Government issued ID, such as a driver's license or passport
- Employment authorization card
- Permanent resident card
