Hello, every time I log in to my account, it asks me twice to enter my phone and confirm it.How can I disable "login with 2-step confirmation by SMS" ?Or at least send the verification code to my email

Sadly you can't, you need a mobile phone linked for the new security requirements.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
