Friend unable to log in on their Paypal account.

Hello, a friend of mine is currently experiencing some serious difficulty with their account, below is a message from them:

 

"Hi, I've had to ask someone else to post this on my behalf as I cannot access my paypal account currently.

 

When I try to log in I get this message: "Authentication required As part of the PSD2 Strong Customer Authentication regulation, we need additional information to confirm it's really you." And get given the option to have paypal call me. So I hit next and it says its calling me and provides me with a code, but I never recieve a phone call. Eventually the page refreshes and shows me this message: "We're sorry, something seems to have gone wrong We're sorry, we're having some trouble completing your request at the moment. Please try again shortly."

 

Clicking confirm a different way also doesn't actually provide any other way of confirming it. I can't use the resolution center, I can't use "message us" or "call us" because it prompts me to "log in for faster service" when I click those options, which obviously I cant do. Contacting twitter gives me an automated response that tells me to log into the resolution centre.

 

I've tried a different browser, and I've tried clearing my cache as recommended on another post. Bearing in mind I can't access any of paypals customer service options without logging in, Is there anything else I can do to get my account back at this point?"

 

Any input, insights and or help would be greatly appreciated!

Do they have a mobile (not landline) phone issued in their country and registered in just their name verified on the Paypal account?
