Customers are not getting shipping notifications

I sell and ship my products directly through PayPal. When shipping, most generally USPS, the label is completed right there in my dash board but it is not updating to the purchasers end and I am constantly having to dig through all the transactions to find their tracking number. Is this a hidden setting or a glitch in my account?
