Charged for making a payment abroad

Good evening,
I made a payment of $20.00 NZD to a work colleague in New Zealand but I got charged a fee of £3.99 which then shows as $27.40 on my account.
Is it correct for me to get charged and where does the money go to?
Also what did I do on my account to receive an e-mail saying my withdrawal limit has been lifted and that I can withdraw unlimited funds from my PayPal account?
Please note I've only just joined PayPal!!!
