Cannot get through to an actual person when calling PayPal

I have been trying to speak with an agent for an hour and every time I finally make it past the automated part and am supposed to be waiting to speak to an actual person, it hangs up after about a minute. I am so frustrated.

I recently switched to a business account because I was told there wasn't a fee to do that, which is technically correct. However, I was unaware that it does have a fee when you receive money.

I do own a business, but that is not what I am using PayPal for when I use it. I wouldn't have had someone send me money through this earlier had I known it was going to charge me. And the fact I cannot even get through to a person to see what my options are is really irritating me to the point of highly considering canceling my PayPal account altogether.
