Canceling account and re-opening with the same email

 Is it possible to cancel an account that is linked to a certain email and then after a couple of minutes opening up a new account using the same email? 

 

 The reason for this is because I opened up an account with PayPal and using PayPal.com and what I should have used is PayPal.com/cn  or whatever the link for PayP is which is specifically for China because the features in it are a little different than the international PayPal.com? Anyway can anybody answer this question please?
