Can't recovery other account, stuck on page "Sorry, we couldn’t confirm it’s you"

Hi everyone, I have a big problem here.
So, recently i tried to recover my other account password.

First verification went well( i tried to reset through email ) , but the phone verification didnt go well ( i received a phone call and enter the code, unfortunately nothing happened) and i stuck with this on page with "Sorry, we couldn’t confirm it’s you". I tried to email paypal, but no followup till now. 
My bank account stuck on my other account, and i cant use my bank account in my new account( which is this account).....
so any solution?
