My issue seems to be around the fact that I'm not a US citizen but for the past 14 years I've been ok with the account it is just this new card they've issued with the chip installed in it. Getting the usual run around with different supervisors giving be different information.

I was having the same problem. I entered all 9's and it accepted the number. it allows you to get to the next page and upload a copy of the 501(c)(3) document. Once submitted, send an email to Paypal to let them know of the issue and include the correct EIN.

That worked for me. Enter all nines. It will take you to a screen where you can upload a document with your correct EIN.
