Netherlands users can't receive an OTP 2FA SMS if their mobile operator blocks commercial and promotional messages sent to their number. This allegedly applies to KPN and its clients. KPN network specialists deny that it is their fault and blame Paypal.
Solution: Alternative Two-Factor Authentication Security Verification Methods.
Paypal should neither use OTP SMS, nor send URLs via SMS. Third party authentication apps, and especially Google's are currently the ideal 2FA method.
Kindly offer ways to confirm, validate and activate phone numbers when one physically cannot receive a text message from Paypal, then add this solution to the Help Center.
