PayPal express checkout, SetExpressCheckout with order total = 0, got back Order total is invalid

I have tried to call SetExpressCheckout with order total =0, but got a error message said: Order total is invalid. Is there a way around it? or do i have to set order total more than zero dollars? I have researched for quite a while, haven't fund any luck yet. if you have similar experiences, please help out. Thanks
