country code variable not being used

I have a simple order form for which I am using PayPal as the credit card processor.
When the user clicks to pay, they are taken to PayPal and several HTML variables are passed to pre-populate the PayPal form.
Fields such as the name, address, email address get pre-populated correctly. I am also passing country=CA and state=ON however these seem to be ignored as on PayPal the country defaults to United States and the state is blank.
I used Burp to intercept the flows to ensure I am sending the data and it looks OK, country=CA and state=ON are being sent.
Any ideas why this would be ignored?
