Paypal chip and tap reader power on button quick press didn't work; hold for 2 seconds it worked

Is it a defect?

When i try to turn on the device by pressing the button, when I did a quick press of that button it fails to turn on the device.

When I press and hold for 2-3 seconds it turns on.

Is this expected behavior?

Should the device be able to turn on by a quick press (normal people would do that)
