I just launched a shopify store, i intigrated paypal and shopify correctly and asked their customer support to check it. They said there is some issue with PayPal.
I have used multiple Cards and accounts but i am getting this error every time
"We aren't able to process your payment using your PayPal account at this time. Please go back to the merchant and try using a different payment method."
