Error messgae - things don't appear to be working right now

Hi,

I hope someone can help, no answer from Paypal bots or resolution centre.

I am business verified, no limits yet:

- I cannot transfer from my bank anything greater than $100

- I cannot receive money from invoices pay now - not even amounts of $1 from customers

I do not have encryption on and it's verfied, no outsnading messages, all seems ok.
