Create a subscription with non-refundable set up fee

On my website, I am selling access to a subscription. I want to set up a one time fee of $199 for the first 4 months. Then I want to charge the customer $10/month every month beginning in month 5. I think the way I should do this is to use a subscription plan (https://www.paypal.com/billing/plans). Here, I can create a set up fee of $199, create a 4 month trial period for $0, and create a $10/month subscription. I want to ensure that even though I am setting up a "trial period" that the customer cannot automatically get a refund on the $199 setup fee if they request it. This set up fee is not refundable unless I manually grant a refund for special cases, right? I don't want any customer to get a refund during the initial 4 month period unless there is a special circumstance.
