Adding users to bussiness account and limiting how much they can spend on monthly basis

The company wants to advertise on facebook, but they don't want to give full access to the employee who is going to do the promotion. 

Is it possible to add a user and limit how much he can spent per month (or in total - anything works). Or maybe where he can spent that amount of money (let's say facebook only)?

let's say 200€ per month.
