Billing issue / missing credit chargeback = way buyers win non receipt claims without SPP

Theres a new type of chargeback type - atleast with me. Its called a billing issue or missing credit. Had an ebay buyer purchase two $550 items for a total of $1100. One shipped to Kentucky and the other to Florida. THey were separate transactions so no signature was entailed on either shipment in accordance with SPP requirements. Returned the Kentucky order (at our expense) through ebay as needed a different size and full refund was posted for this sale. Florida order was kept and filed a "missing credit" chargeback. We replied to chargeback providing FEDEX confired delivery. Chargeback was awarded in buyers favor. It translated from missing credit to billing issue when chareback was lost. He claimed took this action as ebay told him too. Is this is a new loophole where SPP for non-receipt can essentially not exist? We didn't double-bill them - they bought and were delivered 2 items.
