How can I restore a limited account?

Hello,
I'm using PayPal since 2018 and I have never made any mistake.
Today, I received an email about the limitation of my account permanently, I'm shocked, I'm sure that this is an error.
I've tried to contact PayPal via Chat or Phone, but I didn't find these two options.
Can you please help me? I'm very sure that this is a mistake, I need to reach out to the support so they can take a look into my account.
I can send them the proof of any transaction.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

Hello,
I didn't find the phone number, and I also don't have the option to chat with the support in my account.
I tried to use Facebook, but they told me that they can't transfer me to a customer service agent at this time.
I don't know what to do, I'm sure that this is an error, I didn't make any mistake with them.
