How can someone set up an account without age verification?

You have to be over 18 to open a paypal account.
If you lie about the age then at some point you would need to verify the account and the false DOB would be discovered and you would be limited as it would be an illegally opened underage account.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
