Account verified - card not issued?

Hello - my account has been verified (for several months) and all my documentation sent in. 
However, I can't get past the "Get a Paypal Cash Card" page without it re-asking for "documentation to verify your identity."
WHen I click on it, it says "You're all set!"

Customer service says "We can get your account verified.." 
"No, it's been verified".
Well, once your account is verified...
"No, it's been verified".

This conversation has been repeated every week with different customer service agents over the last two months. 
Twice they've promised an email response from tech support and twice I've never heard from them.
I was then forced to withdraw money to another Paypal account (my own international) incurring fees that I would not have had to pay if I'd simply been issued a card. 
Is this a scam of Paypal's? Refuse to issue debit cards, and force account holders to pay transfer fees? 
Am about done with these incompetents / thieves.

Have you added and confirmed a bank account on to your paypal account to verify it?
