My account is limited ? or what

Hello . I have a problem and i don't really understand what is happening . In the last summer i started selling things and i made some money (not too much) . However 1 week ago i reached 1800 euro and i got this beautifull message on the login page :
We recently reviewed your account, and we need more information about your business to allow us to provide uninterrupted service. We would like to return your account to regular standing as soon as possible. We apologize for the inconvenience.
Jan 2, 2016: You have received €1,800 or more in total payments to your PayPal account in this calendar year and are therefore approaching our annual receiving limit of €2,500. PayPal is required by law to comply with European Union Anti-Money Laundering regulations by collecting information from customers when they reach this limit. Please go to the Resolution Centre for more information on what you need to do.

I went to the resolutin center , i sent everything is needed and i changed my account to business type . However they asked me (again ) for a photo id and a utility bill . I sent those too and waited . After 2 days under that message ^ , in the paypal login page it says that : This limitation cannot be appealed. .
I can sent/withdraw / receive money and if i go to the resolution center there isnt any problem anymore . If i go to the business setup page and
I click Lift Limits and move funds more easily , trying to lift my receiving 2500 limit and i am back to the old resolution page where i sent everything they asked for . The only "unsolved" thing is the "Identify account holder" , "Provide Identification" , the part which asks me for the ID and the Utility Bill .(i sent those 2 times)
I sent everything is needed , why is my account limited ? Thank you
