Getting Fed up waiting!

So I recently opened a new PP account.. I hit the £1800 limit and uploaded all the requested documentation.. Driver license and utility bill. This was at the end of November.
Since then, I've heard nothing, despite repeated attempts at calling and sending 3 different emails. Is this normal for PP and when can I expect my account limits to be lifted or at the very least a reply?
I've stopped taking all payments via PP until this is resolved.. A reply to say there is a backlog or even an acknowledgement would be nice!

Can take a few weeks, phoning is best for an update.
Click on the words "Contact" at the bottom of your paypal account summary page and use the phone option (if there is one in the country you are in) > click on the "call us" option on the left (fees "may" apply so check the cost with your phone tariff first, as you sometimes have to wait a while to connect).
When you get through don't select any options just hang on till you get transfered to an agent or say the word "agent".

I think it depends on day / time of day / how many staff they have on / etc etc etc.
I tend to put my phone on loud speaker and carry on doing things until they answer.
