i bought one item 12.14 2009. seller did not send a item after 14 days past.
i disputed transaction i was waiting answer from seller.
during that time, i received bill, and i did not pay for it.
after one month, seller sent item, i cancel this dispute in resolution center.
2,03,2010 i receive statement, there is finance fee.
I speak to customer service, I can not pay finance fee,and explain it. "i did not receive item, so i could not pay for it"
if case is in resolution center, it has to be hold all processing. it is my reason. ,
but they only say "we can not take off fee in computer" , they can not even explain any others.
the worst thing is supervisor says it.
i am going to try to solve it, please, i want to speak to someone who can use computer in paypal.
