why is paypal taking 14.99 from my account?

every so often we've noticed someone taking 14.99 from our account. we just recently figured out it was paypal. why? i thought this was free. if i was mistaken i want out because i dont buy enough online to pay that ridiculous price. any answer would be appreciated.

PayPal Accounts are free and so is Website Payments Standard.   You are only charged fees on transactions.   Seems odd that $14.99 is coming out of your Account you don't know why??    You should have a record of the transaction in your Account Transaction history that should tell you what the amount is for.  

You need to be speaking with Customer Service as they can look at your Account and advise.  The forum can't do that.
