pending payment - not Ebay

I requested money from a person for a transaction.  This is not an Ebay transaction.  The payment shows up on my PayPal account as pending.

I do not plan to ship the merchandise until I know I have the money.

Why is it pending?

Is there something I have to do or something they buyer should do?
