payment sent to email address without an account registered

I recently sent money to someone using an email address that the recipient claims is not registered with PayPal. But the transaction seems to have been processed and money has been withdrawn from my account. If indeed there is no PayPal account registered to that email what happens next and how do I get the money back?  I would think that PayPal would notify me that the address is invalid because the user is not set up with a registered account.
