i got charged twice. . . why?

my bank statement shows the same payment amount was electronically deducted twice from my bank.

i made a purchase thru paypal (which is linked to my bank account).

does paypal automatically take it out of my bank, or do i have to "add funds" to my paypal account myself?

i am confused.
