how do i get someone on the phone that understands and speaks english?

i don't speak tagalog and the paypal reps don't understand english very well.  how do i find someone that can solve my problem at their call center.  i have had the same recurring issue over and over.....they promised to fix it but they made it worse.  any ideas?  i was gonna print out all my stuff and drive tot the office in san jose, but they've wasted enuff of my time.

I have spoken to various reps over the years, and all of them spoke fluent english free of heavy accents.

 

I would suggest for you to try calling over and over until you reach someone that you can understand and that can understand you.

 

You can also e-mail paypal although all you will get is a generic copy and paste answer.
