Unfortunately not.   Your name must be listed on the the card.

Someone just told me that this would be fraud but it has been done and Paypal says they charged the acct a small amount and we need to get a four digit # from the credit card statement, log onto Paypal and confirm the credit card by entering the four digit #. So, if they allow us to confirm the cc with the # is this legit? Freaking out here.

Your name must be on the account.  Not sure how you verify a credit card or bank account if you're not the owner.   If that was the case, anyone could use anyone else's credentials.  Suggest you ask Customer Service.
