When I go to deposit funds into my bank account it states that Account with limited access may not perform this type of electronic transfer. What does this mean? Why doesn't it work?
Either you have not verified your PayPal Account or PayPal has your account under review and has placed limits on the Account.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
