Withdraw without a bank account?

Okay, so I got a pre-paid debit Visa card to use online, assuming I could with nothing besides that, I tried to withdraw fund from the card on PayPal. But it asks for a bank account, and I don't have one, and I can't get one to use. So my question being this: Can I withdraw fund from my card without having a bank account, and if so, how?

Options for withdrawing funds from your Paypal Account are:

Transfer to bank account, no fees - takes up to 4 business days.

Request a check,m fee $1.50 - takes up to two weeks to receive.

 PayPal Debit Card, instant at an ATM.

His answer didn't answer anything I didn't already know. But I went off and bought some clothes with  the money I had. Next time, read the question before you copy and paste to look smart.
