When I print a shipping label - the 1st page is blank, have to cancel and start over

Can anyone tell me how to correct this error?  It has been going on for a while and when I first checked it there was the same number.  I printed a label tonite and checked email and it has 2 different numbers so I am being charged twice for the same sale.   When I print, the first page is blank.  I hit cancel, then reprint and it prints the second time.

 

I can not get help so does anyone out there know what I can do?  Is it the internet carrier that I am now using?
