WHAT THE **bleep** IS THIS MONEY HOLD

It seems that paypal has a new way to use our money

.

With a balance of over $1100.00  they are holding over $800.00 of my dollars. 

Is this a way for them to work on my money after they have already charged me the fees for using there service.

 I have talked to 3 different people about this and no one can tell me why.

This is getting old .

I hope some one in the company looks at this and has enough  balls to   tell me why.
