Removed Account Did Not Release Bank Account

Hello:

I recently had two paypal accounts, one personal and one work-related. However, I closed the work related account and forgot to remove the bank information. Now, I have no access to the account, and cannot remember the phone number that was used for the account, all I have is the email address and account number tied to the account and the name, etc.  Is it too late to get the bank account removed from my previous account so I can add it to my personal account?
