I told someone to send me an invoice. They said that when they went to accept payment, PayPal wanted them to chose a credit card or bank account to put the money into vs. just putting it into their paypal account.
Is this because they were not logged in? Just a guess. Otherwise, it makes no sense.
Sounds like the seller has not verified their PayPal Account and their message back to you is a bit garbled. PayPal always deposits the funds from a transaction into your PayPal Account Balance. The funds remain there until you decide to do something with them. As far as withdrawing the funds, you can either withdraw to a bank account or request a check.
